1. INTRODUCTION AND GOVERNANCE
1.1 Purpose and scope
This manual establishes MRL’s minimum supplier quality expectations for external providers of raw materials, metal powders and wire feedstock, components, consumables, outsourced processing, machining, heat treatment, surface processing, inspection, materials testing, calibration, laboratory services, and other products or services that may affect conformity. The applicable requirements are determined by the purchase order (PO), statement of work (SOW), technical data package (TDP), drawings, specifications, and flowed-down customer or regulatory requirements.
MRL’s current QMS scope includes manufacturing process development, additive manufacturing, casting, materials characterization, testing, and delivery of prototype and production components for defense and aerospace applications. MRL retains manufacturing process responsibility; customer or designated authorities retain product design authority as described in QPM Rev. D §1.4. Suppliers shall not alter customer-defined product characteristics without written authorization.
1.2 Quality commitment, ethics, and confidentiality
Suppliers shall provide conforming products and services, accurate records, and timely communication; maintain ethical business conduct; and protect MRL/customer proprietary information, technical data, and intellectual property. Applicable nondisclosure, export-control, cybersecurity, and data-handling requirements shall be observed when expressly imposed by contract or law. Personnel whose work can affect product conformity shall understand their responsibilities and the consequences of nonconforming work.
1.3 Risk-based supplier controls
MRL applies controls proportionate to the potential effect of externally provided processes, products, and services on conformity, safety, delivery, traceability, and regulatory or customer obligations. Suppliers shall identify and manage relevant operational and sub-tier risks, including capacity, material authenticity, process capability, special processes, changes, and supply continuity, as appropriate to the work.
2. QUALITY MANAGEMENT SYSTEM AND DOCUMENTED INFORMATION
2.1 QMS capability and certification
Suppliers shall maintain controls appropriate to the complexity and risk of the supplied work. ISO 9001 certification from an appropriately accredited certification body is preferred where relevant, but is not universally mandatory unless specified by MRL or the customer. MRL may qualify suppliers through FRM-MRL-06 Supplier Quality Survey, certification review, capability assessment, prior performance, sample evaluation, or audit. AS9100, ISO/IEC 17025, Nadcap, or other approvals are required only when applicable to the contracted work or explicitly flowed down. ISO 14001 certification alone does not demonstrate conformity to ISO 9001 requirements.

2.2 Document and record control
Suppliers shall control current drawings, specifications, instructions, and revisions at points of use; prevent unintended use of obsolete information; protect records from loss, alteration, or unauthorized disclosure; and make objective evidence available to MRL upon reasonable request. Retain quality records for at least 10 years after final delivery unless the PO, customer, legal, or regulatory requirement specifies a longer period. Records shall remain legible, retrievable, and linked to the delivered product or service.
2.3 Competence and infrastructure
Personnel performing manufacturing, inspection, testing, special processes, or release shall be competent through appropriate education, training, qualification, or experience. Equipment, software, infrastructure, environmental conditions, and maintenance controls shall be suitable for achieving specified requirements.
3. SUPPLIER QUALIFICATION, APPROVAL, AND MONITORING
3.1 Selection and approval
MRL evaluates external providers against technical capability, applicable QMS credentials, delivery capability, traceability, customer approvals, quality history, and risk. A completed Supplier Quality Survey (FRM-MRL-06 Rev. A) or acceptable certification evidence may support the evaluation. Approval is determined by MRL; completion of the survey does not itself confer approved status. MRL Purchasing maintains supplier qualification evidence and the approved/controlled supplier status as implemented under QPM Rev. D, Section 14.
3.2 Ongoing performance
Suppliers shall support monitoring of product/service conformity, on-time delivery, responsiveness, and corrective-action effectiveness. MRL’s K2 Purchasing KPI Matrix (FRM-MRL-07 Rev. B) sets Supplier On-Time Delivery target ≥95% (goal ≥98%) and Supplier Quality target ≥98% (goal ≥99.5%). These are MRL process monitoring objectives, not automatic contractual penalties or supplier-specific thresholds unless communicated. Adverse trends may result in enhanced inspection, corrective-action requests, conditional status, or removal from consideration.
3.3 Sub-tier providers
Suppliers remain responsible for the conformity of subcontracted work and shall flow down applicable technical, quality, traceability, safety, record-retention, confidentiality, and customer requirements. Customer-directed sources and special-process providers shall be used where specified. Changes in sub-tier sources affecting conformity require prior MRL authorization where required by the PO or customer requirements.
4. PURCHASING REQUIREMENTS AND TECHNICAL CONTROL
4.1 Order acceptance and review
Before accepting an order, suppliers shall review their capability to satisfy the PO/SOW, drawing and specification revisions, material and processing requirements, quantities, delivery dates, verification and test criteria, documentation, and applicable flow-downs. Conflicts, omissions, or infeasible requirements shall be raised with MRL before work proceeds. Verbal deviations do not supersede written purchasing requirements.
4.2 Product configuration and changes
Suppliers shall use the current authorized technical requirements and maintain configuration identification where applicable. No change to materials, dimensions, specifications, processes, critical equipment, manufacturing site, approved sub-tier source, or acceptance criteria that may affect conformity shall be implemented without MRL’s prior written approval when required by the PO or customer flow-down. Changes to customer-defined product requirements require customer/design-authority approval through MRL.

4.3 Material authenticity and traceability
Where required, suppliers shall provide original manufacturer or mill certifications, heat/lot/batch identification, and evidence of material grade, chemistry, mechanical properties, or other specified characteristics. Traceability shall be preserved through receiving, processing, splitting, identification, packaging, and shipment. Suspected counterfeit, fraudulent, or misrepresented materials or parts shall be contained and reported to MRL without delay; suppliers shall use risk-appropriate prevention and source controls.
5. MANUFACTURING, SPECIAL PROCESSES, AND VERIFICATION
5.1 Production and process controls
Suppliers shall plan and perform work under controlled conditions appropriate to the product/service, including documented instructions where needed, qualified personnel, suitable equipment, controlled process parameters, in-process verification, and preservation of identification. Where product conformity cannot be fully verified by later inspection, process validation and any required personnel/equipment qualification shall be maintained.
5.2 Inspection, testing, and acceptance
Suppliers shall perform required incoming, in-process, and final inspection or testing against defined acceptance criteria, using valid methods and approved sampling where authorized. Results shall identify the product/lot, criteria, disposition, and person authorizing release. Certificates of Conformity, material test reports, laboratory results, first-article records, or other evidence shall accompany shipments when specified. Product shall not be represented as accepted when required verification is incomplete.
5.3 Monitoring and measuring resources
Measuring and test equipment used to determine conformity shall be suitable, maintained, and calibrated or verified at defined intervals against traceable standards where applicable. Calibration status shall be identifiable and records retained. Equipment found out of tolerance shall be controlled, and the validity of previous measurement results and affected deliveries evaluated. ISO/IEC 17025 accreditation is required for laboratories only when specified by contract, customer, or applicable regulation.
5.4 Preservation, packaging, and delivery
Suppliers shall protect materials and products from damage, deterioration, contamination, mixing, loss of identification, and corrosion as applicable. Packaging, labeling, handling, storage, and transportation shall conform to PO/customer requirements. Shipments shall include required documentation and clear references to MRL PO, part number, revision, quantity, lot/heat number, and supplier identity as applicable.
6. NONCONFORMITY, CORRECTIVE ACTION, AND NOTIFICATION
6.1 Control of nonconforming output
Nonconforming or suspect product shall be identified, segregated or otherwise controlled, and prevented from unintended delivery or use. Suppliers shall promptly notify MRL of discrepancies affecting contracted requirements. Repair, use-as-is, substitution, or deviation affecting specified requirements requires written approval by MRL and, where applicable, the customer/design authority before implementation or shipment. Rework to original requirements shall be verified.
6.2 Supplier corrective action
When requested, suppliers shall investigate nonconformities, determine root cause, implement containment and corrective action, assess similar risks, and provide objective evidence of effectiveness. MRL may issue a Supplier Corrective Action Request (SCAR) under its corrective action process. Response deadlines and required formats will be specified in the SCAR or related communication.
